Speak with the large penguin coach on the dock to engage in a "swimming test." To ace this baby, you'll have to retrieve a gold shell being used by a student penguin under the sea. Dive into the water and look for a daisy-chain of four penguins swimming in a line near the ocean floor (either near the center, or by the eels).
Swim close and perform a spin attack on the one holding the shell to take it from him. Now ride it back to the large penguin coach to nab this star.
